Leo is a highly experienced tax governance and cross-border compliance expert with more than 30 years’ experience across international banking, private banking, financial services, and payment infrastructure organisations in Europe and the United States. He has held senior leadership and advisory roles at ING Germany, Standard Chartered, Northern Trust, Bank Julius Bär, Credit Suisse, and SWIFT, specialising in FATCA, CRS, Qualified Intermediary (QI) regulations, US withholding tax, and 2nd Line of Defence compliance oversight.
As Head of Tax Compliance Monitoring Centre at ING Germany, Leo was responsible for advising senior executives and Management Boards on tax risk, designing and implementing cross-border compliance frameworks, and strengthening governance controls across Germany and Austria. He is experienced in engaging with regulators, professional bodies, and senior stakeholders across multiple jurisdictions, and has led multinational teams delivering large-scale regulatory change programmes. Leo has also advised asset managers and private banks on the implementation of FATCA and related regulatory frameworks, translating complex international tax requirements into practical operational solutions that strengthen compliance, governance, and operational resilience.
